With growing consciousness of environmental degradation, recycling is encouraged everywhere. But there are poor communities who recycle for survival and thereby contribute to environmental conservation. This study is about one such poor community living in the squatter settlement of Kongkear Phos, on the outskirts of Phnom Penh, the capital of Cambodia. There are many garment factories adjacent to this settlement. The study investigates the potential of this poor community to reuse factory waste to improve its income and living conditions, and foster overall development. The settlement began in 1993. Since 1995 its people are collecting scrap from the factories to produce T-shirts, trousers, hats and bags to sell in the market. This informal sector activity has grown overtime and enabled residents to earn income and support themselves. The recycling activities of these people have also reduced the volume of waste in the city, saved natural resources, prolonged the life of sanitary landfills and reduced environmental pollution. I travelled South East Asia in 1995 and 1997, saw all the major attractions and countries of the area, but Cambodia struck me most. Its fantastic nature, friendly people and archaeological sites overwhelmed me. Cambodia lies in South East Asia and is surrounded by three countries: Thailand in the west, Vietnam in the east and Laos in the north. In the south its coastline runs along the Gulf of Thailand. Its land area is 181,035 sq km and approximately 12,1 million people live there. As Cambodia is now about to recover from around 30 years of civil war and anarchy, many reasons of the nowadays problems can be found in the historical events. The "Killing Fields" are still in everybody's mind as a symbol for a cruel genocide that took place under the rule of the Khmer Rouge. But Cambodia is also famous for its archaeological places, like "Ankor Wat", the biggest temple side of the world. To explain and analyse the actual macroeconomic situation, I want to give a brief overview over the recent history of the last 60 years first.

The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence.In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt.
